The Fuel-Bunker can store a certain amount of fuel, it can be resupplied by helicopters and certain aircraft (L-39, TF-51, YaK-52 and C-101) from other airbases or FARPs via the CTLD-menu.

Specific Fuel-Bunkers on the coasts can also be resupplied by tankers (ships) that cross the Persian Gulf, those ships can be destroyed to deny opponent's airfields to be refueled in that way. You will see a message if a ship managed to refuel an airbase.
